General Considerations

Definitions

ARTICLE 3 – (1) In this Regulation;

  1. a) "Academic calendar" signifies the calendar indicating semesters, the summer period, courses, and proficiency exam periods in each graduate academic year,
  2. b) "ECTS" signifies the European Credit Transfer System,
  3. c) "ALES" signifies the Academic Personnel and Graduate Education Entrance Exam,
  4. d) "Department" signifies the academic units defined in Article 5 of the Regulation on the Organisation and Operation of Graduate Institutes published on the Official Gazette dated 3/3/1983 no. 17976 and having graduate academic programmes within the institute in question,
  5. e) "Head of Department" signifies the head of the department having graduate academic programmes within the institute in question,
  6. f) "Departmental board" signifies the board presided by the Head of Department and consisting of all academic staff for the departments with a single branch, or composed of the Head of Department and heads of branches for the departments with multiple branches,
  7. g) "Scientific preparation" signifies the remedial education offered to students admitted to graduate programmes whenever necessary to address shortcomings with a maximum period of one calendar year,
  8. h) "Supervisor" signifies the faculty member employed within the University, recommended by the office of the Head of Department, and assigned by the administrative board of the institute to provide guidance for students enrolled at the Institute for their courses and theses,
  9. i) "Semester" signifies the academic period which consists of at least seventy business days excluding Sundays, bank holidays, and exam days at the end of the term, the start and end dates of which are determined by the administrative board of the institute, and which is named as "fall" or "spring",
  10. j) "Term project" signifies the presentation of a scientific topic on which research/analyses is/are conducted during the non-thesis master's programme as a scientific research report,
  11. k) "DUS" signifies the Dentistry Specialisation Exam,
  12. l) "Institute" signifies the units of the University within which graduate education is provided,
  13. m) "Institute board" signifies the board presided by the Director of Institute and consisting of deputy directors of institute and heads of branches offering academic programmes within the institute,
  14. n) "Institute administrative board" signifies the board consisting of the Director of Institute, deputy directors of the institute, and three faculty members,
  15. o) "Plagiarism" signifies presenting the ideas, methods, data, or works of others as one's own, either partially or completely, without giving references in line with scientific guidelines,
  16. p) "Credit system" signifies the crediting of courses, practices, and other academic activities in accordance with the national credit system in which an hour of a theoretical course or two hours of practice equals to one credit or with the ECTS,
  17. q) "Graduate education" signifies master's degrees with and without thesis, doctoral degrees, and proficiency in arts programmes for art branches,
  18. r) "MEBÖD" signifies the Professional Proficiency Assessment and Evaluation Exam,
  19. s) "Director" signifies the director of the institute in question,
  20. t) "Student" signifies the master's students with/without thesis, doctoral students, or students of proficiency in arts programmes enrolled at the institute to pursue graduate education,
  21. u) "ÖSYM" signifies the Measuring, Selection and Placement Centre,
  22. v) "Rector" signifies the Rector of Adiyaman University,
  23. w) "Artwork report" signifies the written report that can be drafted by students pursuing a master's degree in arts in place of a master's thesis,
  24. x) "Supervisor for Proficiency in Arts" signifies the faculty member appointed by the institute administrative board to guide students of proficiency in arts programmes enrolled at the institute,
  25. y) "Proficiency in arts artwork study" signifies the written report that can be drafted by students of proficiency in arts programmes in place of a thesis,
  26. z) "Seminar" signifies the study which is prepared by graduate students within the framework of courses, based on the in-depth analysis and discussion of a scientific topic, and presented as a written text to be evaluated at the end of its oral presentation,
  27. aa) "Senate" signifies the Senate of Adiyaman University,
  28. bb) "Thesis" signifies a scientific study conducted in line with the objectives of master's programmes with thesis and doctoral programmes,
  29. cc) "Thesis supervision committee" signifies the committee consisting of three faculty members with the purposes of evaluating the thesis proposal of the doctoral student, guiding them in their studies, and providing them with necessary directives,
  30. dd) "TUS" signifies the Examination for Specialisation in Medicine,
  31. ee) "Distance learning" signifies the education within the framework of which academic activities are planned and undertaken based on information and communication technologies without the necessity of gathering students and faculty members at the same location,
  32. ff) "Course on specialisation" signifies the theoretical lecture in which the supervisor conveys their knowledge of, skills of, and experience in the scientific fields they specialise in,
  33. gg) "University" signifies Adiyaman University,
  34. hh) "Foreign Language Examination" signifies the centralised foreign language exams recognised by the Council of Higher Education (YÖK) as well as any other international foreign language exams considered to be their equivalents,
  35. ii) "Summer semester" signifies the academic period outside the fall and spring semesters,
  36. jj) "Proficiency exam" signifies the examination evaluating the proficiency of a doctoral student in terms of scientific thinking, internalisation of scientific methods, and the ability to conduct an independent research study,
  37. kk) "YÖK" signifies the Council of Higher Education.

 

Duration of Education

ARTICLE 5-(1) The duration of associate degree is two years. Students who successfully fulfil requirements of the programs in Vocational schools shall earn the right to an associate degree diploma.

(2) (Amended paragraph: Official Gazette 14/01/2017-29948) The duration of education is six years for medical education, five years for dentistry and pharmacy, four years for the state conservatory, colleges and the other faculties. Students who successfully fulfil requirements of programs shall be given the bachelor’s degree diploma.

(3) In programs having preparatory classes, preparatory classes are not a part of the given duration.

(4) Except for the preparatory class, starting from the semester in which students are registered, for each semester regardless of they have registered; for associate degree programs with a study period of two years are given maximum four years, for bachelor’s degree programs with a study period of four years are given maximum seven years, programs with a study period of five years are given eight years, programs with a study period of six years are given maximum nine years to fulfill requirements of programs. Based on the article 46 of the Higher Education Law, students fail to graduate within the normal period of study, may register to continue with their studies provided that they pay the tuition fee. Accordingly, they will be able to maintain their student status of attending classes, examinations and dissertation except for being entitled to other student rights.

Programs and Periods of Education and Training

ARTICLE 7-(1) Daytime and evening course educations are carried out by departments affiliated to the University. However, relying upon the reasoned recommendations of concerned boards and the senate, formal education could also be carried out as summer school; external, distance, open or informal education.

(2) One formal academic year consists of fall and spring semesters which are seventy days or fourteen weeks of educational period. Nevertheless, an academic year could be comprised of fall and spring semesters and summer school by the senate decision. 

(3) Every year by the end of April academic proposals for the following year and by the first week of March updates and changes in the educational course catalogues should be propounded to the senate by the boards of departments.

Medium of Instruction

ARTICLE 10-(1) (Abolished paragraph: Official Gazette 14/01/2017- 29948)

(2) In programs having compulsory foreign language preparatory class but not having education and training in concerned foreign language, some classes shall be in foreign language. Furthermore, in programs having optional foreign language preparatory class instruction could be in foreign language.

Foreign Language

ARTICLE 11- (1) (Amended paragraph: Official Gazette 14/01/2017-29948) Foreign language proficiency exam carried out every year in the beginning of the academic year. Proficiency exam could be taken by all students registered with results of special ability exam and national selection and placement exam. This exam shall be carried out by the school of foreign languages in the first two weeks of the academic year. Students getting at least CC letter grade shall be concerned as successful in concerned foreign language courses except for vocational foreign language courses. Grades of those successful students shall be indicated in their transcripts. Foreign language proficiency exam and opening preparatory class procedures shall be carried out in accordance with provisions of foreign language education rules and regulations of higher education institutions published in Official Gazette numbered 29662, dated March 3rd, 2016.

(2) For students enrolled in preparatory class, one year of foreign language preparation program shall be opened. Students registered in programs of which at least 30% of compulsory and elective courses in foreign language shall take the proficiency exam in the concerned foreign language. Those succeeded in the relevant proficiency exam and fulfilled all requirements of the school of foreign languages’ preparatory class shall enroll in the undergraduate program they have been placed. Students shall not take or failed in the proficiency exam may renew their enrollment in preparatory class for one academic year.

(3) Unsuccessful students in programs of which 30% in foreign language or students could not fulfill requirements of the proficiency exam carried out by the school of foreign languages may resume preparatory class at most for two semesters. At the end of that period students failed to fulfill necessary requirements of the target language may try to develop language skills by themselves till they succeed in and when they get the required grade from the proficiency exam carried out by the school of foreign languages, those students shall continue the undergraduate program they have been registered.

(4) Students enrolled in an undergraduate program taught in Turkish but failed in the proficiency exam of compulsory preparation for two years, may resume their undergraduate program on condition that they keep taking proficiency exams carried out by the school of foreign languages till they are successful.

(5) Foreign language education and training is carried out in accordance with decisions taken by the senate.

Justifiable and Valid Reasons

ARTICLE 30- (1) Reasons could be considered as justifiable and valid by concerned boards for students who could not enroll in for a semester or take a midterm exam are following reasons:

  1. If an illness documented with a health report by health institutes,
  2. In accordance with provisions of higher education council law, numbered 2547, If events that shall result in the interruption of teaching occurs,
  3. If a student has to adjourn his/her studies due to natural disasters and this situation is supported by documentation given by the highest local civil authority,

ç)    If it is documented that the student has to interrupt his/ her education due to the severe disease of his/her first degree blood relatives or relatives by marriage as there is no other person to look after,

  1. d) If the student documented that he/she has to interrupt his/her education due to economic reasons,
  2. e) If the student is arrested,
  3. f) In accordance with the provisions of relevant regulations, If the student is imprisoned but not dismissed from the higher education institution or lost student rights,
  4. g) Notwithstanding the degree of the student, if deferment right for the military service is lost,

ğ)    If the student documented that she/he is accepted by an institution abroad as for scholarship, internship or investigation at most for one year,

  1. h) If exams of students are coincided, students are given right to sit for the make-up exams when they hand in a petition for compensation to the concerned department.

ı)     By the consent of Rectorate, students are not responsible for attendance at classes as in 19th article, when they participate in scientific, cultural, social and sporting activities or their preparatory work on behalf of their university or country. Rights for taking exams of concerned students are reserved.

  1. i) There can be other justifiable and valid reasons that shall be confirmed by the concerned executive boards.

(2) Students whose justified and valid reasons approved should meet all requirements of 19th article related to attendance at classes.

(3) Suspension period of concerned students included in normal duration of study.

Tuition and Other Fees

ARTICLE 32-(1) Tuition and other fees determined by principles of Higher Education Council and Council of Ministers.

(2) Except for preparatory class, evening course program students awarded with 10% success tranche according to the semester grade point average by being able to fulfill all requirements of courses for each semester, shall pay the tuition fees equal to daytime course program students for the forthcoming semester.

(3) Evening course program students of the university shall pay all required tuition fees of the concerned semester. Students awarded 10% success tranche is determined and announced by Registrar’s Office. Tuition fees of concerned students shall be refunded within two months.

(4) Students coming University with horizontal transfer shall be awarded with 10% success tranche after their first semester.

(5) (Supplementary paragraph: Official Gazette 05/01/2016-29584) Students fulfilling requirements of their degrees except for their compulsory internship in maximum duration of study shall not be charged for tuition fee.

Notifications

ARTICLE 40-(1) All types of notifications are sent to students’ address in the official records in accordance with the provisions of the relevant legislation.

(2) In case of any address change, if students report their address incorrectly or incompletely, they are deemed to have been notified.

Disciplinary Affairs

ARTICLE 41-(1) Disciplinary affairs of students carried out in accordance with student disciplinary regulations of Higher Education Institutions.

Situations for Which There Are No Provisions in This Regulation

ARTICLE 42-(1) In cases where there is no provision in regulation, decisions of the senate, university executive council, relevant councils or executive councils shall be applied.

Determining the Maximum Duration

TEMPORARY ARTICLE 2- (Supplementary paragraph: Official Gazette 05/01/2016-29584) (1) In determining the maximum duration of the students who are registered before the effective date of Law Numbered 6569  and amended article 44 of Law Numbered 2547, dated 19/11/2014; 2014-2015 academic year is considered as the starting point.

 

Excuses

ARTICLE 45 – (1) The student who was not able to take an exam on the date indicated in the examination calendar due to an excuse may apply to the relevant institute within the period expressed in the academic calendar, provided that they can prove their excuse with a document. The student whose excuse was deemed acceptable by the institute administrative board is admitted to the make-up exam.

Disciplinary affairs

ARTICLE 46 – (1) The disciplinary affairs of students throughout their education are dealt with in accordance with the provisions of the Disciplinary Regulation for Students of Higher Education Institutions published on the Official Gazette dated 18/8/2012 no. 28388.

 

Notifications and address declaration

ARTICLE 47 – (1) All notifications are considered to be done when communicated to the address declared to the University by the student or when announced within the relevant unit.

(2) In case the student failed to declare a new address after relocating or did not give the correct address and a notification is sent to the address indicated by the student, the notification is considered to be successful.

 

Legal clauses

ARTICLE 48 – (1) In situations for which no provisions are indicated in this Regulation, the provisions of other relevant regulations and decisions by YÖK, the Senate, and the University Administrative Board shall apply.

 

Repealed regulation

ARTICLE 49 – (1) The Graduate Education Regulation of Adiyaman University published on the Official Gazette dated 6/1/2015 no. 29228 is repealed.

 

Transitory provisions

INTERIM ARTICLE 1 – (1) Second paragraph of Article 10 does not apply to students enrolled in multiple graduate programmes at the same time before 20/4/2016.

(2) Students admitted to a graduate programme before the entry into force of the regulation who are subject to the scientific preparation procedure yet have not taken any courses are, considering their demands, transferred to one of the branches within the department and then enrolled to the relevant scientific preparation programme.
