Courses

 

ARTICLE 16 - (1) Course passing system is essential in the units affiliated to the university. All courses are arranged on a semester basis.

(2) Students who start their education in the first year of a program with a course passing system are obliged to take all the courses of the semester they are registered.

(3) (Amended: RG-14/1/2017-29948) Due to the requirement to take 30 ECTS credits in each semester, it is required to successfully complete a total of 120 ECTS in associate degree programs with a two-year education period, 240 ECTS in undergraduate programs with four years of education, 300 ECTS credits in undergraduate programs with five years of education and 360 ECTS credits in undergraduate programs with an education period of six years.

 

Course Types

 

ARTICLE 17 - (1) Unit Boards may include elective, compulsory, prerequisite courses and / or practices including laboratories in their programs, provided that sufficient time is allocated to students for cultural and social activities; they can make arrangements for weekly theoretical courses, practice and internships. In this way, the courses taken and the arrangements made in the program are presented to the Rectorate. The semesters in which the elective courses will be taught and the minimum number of elective courses and/or credits that must be taken in these semesters are specified in the educational programs by the relevant unit boards. In order for an elective course to be opened, at least ten students must register for the relevant course. If the class size is ten or less, the authority to determine this number belongs to the relevant unit management board.

(2) To be registered for a course, some course or courses may be required to be successful. The prerequisite course that is required to be passed in order to be able to enrol in a course is defined as a prerequisite course, whose registration depends on the success of a prerequisite course. The following principles are followed for these courses:

  1. a) Prerequisite and prerequisite courses are shown in education and training programs.
  2. b) Successive project courses, one of which is a prerequisite of the other and carried out in groups, can be opened in both semesters.

(3) Laboratory, project and applied courses can be conducted in groups. The reasons for these courses to be divided into groups are decided by the unit management boards with the recommendation of the relevant department.

(4) Compulsory thesis, graduation project or graduation study can be done by the decision of the unit boards to graduate. The principles on how to do these studies are regulated by the relevant unit boards.

(5) ECTS/credits of the courses are European Credit Transfer System credits determined by considering the workload of the students. Taking into consideration the diploma level where the concerned program takes part by the Council of Higher Education and the field credits range and the students' work time specified according to Turkey Higher Education Qualifications Framework the ECTS/credits of the courses are determined by the Senate in the way that 1 credit corresponds to the student workload of 25-30 hours. Student workload; refers to all the time spent in educational activities such as laboratory, workshop, clinical work, homework, practice, project, seminar, presentation, exam preparation, exam, internship, workplace training, as well as lecture hours.

(6) The courses to be taken in order to graduate from associate or undergraduate programs are determined by the relevant unit boards and become effective after the approval of the Senate.

(7) Applied courses can be held at the University or outside the University with the decision of the unit board. The principles regarding the planning of these courses are decided by the relevant unit board of directors and presented to the Senate. After the approval of the Senate, these courses are conducted by the relevant unit management.

Taking Classes

 

ARTICLE 18 - (1) At the beginning of each semester, within the period specified in the academic calendar, students make their course selections on the internet, taking the positive opinion of the academic advisor. Course registrations are finalized after students have their course registrations approved by their advisors.

(2) Except for the courses that they have to repeat, students can change or drop the courses they have registered within the add-delete week of the semester, provided that they receive the positive opinion of the academic advisor. After the add-delete week, the student does not have the right to object to the courses that are included in the course registration form or not.

(3) Students cannot attend the courses for which they have not registered properly in due time and cannot take the exams of these courses. The exam grade of the student who takes the exam for the course he/she has not registered for will be cancelled.

(4) (Amended:RG-14/1/2017-29948) Students take a total of 30 ECTS courses in one semester. However, the student can take a maximum of 40 ECTS for the courses they failed, could not take or were absent.

(5) (Amended:RG-23/11/2014-29184) Together with the situation stated in the fourth paragraph, for senior students who are on the verge of graduation, the maximum credit limit of 40 ECTS that can be taken for courses that they were absent and did not take in one semester can be exceeded by one extra course each in the fall and spring semesters, regardless of the ECTS credit amount of the course.

(6) With the positive opinion of the academic advisor in the faculties/schools, if the student has not failed the previous semesters and his/her GPA is 3.00 and above, he/she can take course or courses from the third semester, not exceeding the total amount of 40 ECTS allowed to be taken in one semester, in the semester they are in.

(7) If students who are unable to register for courses due to justified and valid reasons apply within the add-drop week, the relevant unit board of directors decide about it.

(8) Students must take the courses they have failed when they are first opened. In course registrations, firstly, lower class courses are taken. With courses left from lower grades and no courses from upper grades can be taken.

(9) (Addition:RG-5/1/2016-29584) The following provisions are applied for those who cannot complete their education at the end of the maximum period:

  1. a) At the end of the maximum education period, a student who has six or more courses that he/she did not take and/or did not fulfil the attendance requirement is dismissed from the University.
  2. b) At the end of the maximum education period, students in the last semester who are out of the scope of sub clause (a), are entitled to two additional exams, regardless of the number of courses, for all the courses they failed by fulfilling the attendance condition. These additional exams are made available before the earliest following new academic year begins. The exam date, place and time of these exams are determined by the relevant unit board of directors and announced to the student. The grade they get from these exams is the grade of that course. At the end of these exams, a student who fails to reduce the number of courses he/she has to achieve to five in order to graduate, including the courses that he never took and did not fulfil the attendance requirement, is dismissed from the University.
  3. c) Students who fail in a course at the end of the maximum education period or the additional exams they take in accordance with sub clause (b) are given an unlimited right to exam.
  4. d) At the end of the additional exams, the last-term students who have reduced the total number of courses to five to be graduated, including the courses they never took and did not fulfil the attendance requirements, are given three semesters of additional time.
  5. e) At the end of the maximum period of study, without using the right of additional exams, students in the last semester are given four semesters of additional time, including the courses that they have to pass in order to graduate but have never taken and/or have not met the attendance requirement.
  6. f) Students who cannot graduate at the end of the additional period given in accordance with sub clauses (d) and (e) are dismissed from the University.
  7. g) In order to graduate from the program they are taking, the last-term students who cannot graduate due to their general academic average being below 2.00 even though they have a valid grade from all the courses of the relevant program, are given unlimited exam right to increase their general academic average. The student submits a petition stating which courses he/she will take to the relevant academic unit at the latest two weeks before the end of the semester/year-end exam period in which he/she will use the unlimited exam right.

Conditions of Attendance

 

ARTICLE 19 - (1) Students must attend at least 70% of the theoretical courses and at least 80% of the applied courses. Except for applied courses, students who fulfil the attendance requirement of a course once are not required to attend the course if they take this course again. Students in this situation must participate in the midterm exams of a course they have taken again and all activities that contribute to the calculation of the success grade. When calculating the success grade of the repeated course, the midterm exam grades of the current semester are taken into account.

(2) Attendance enquiries are made and evaluated by the instructor of the course according to the methods determined by the units. Course attendance sheets are kept by the relevant unit for two years.

(3) The medical report is not valid for absenteeism.

Exams

 

ARTICLE 21 - (1) Exams; midterm exam, final exam, make-up exam, excuse exam and single course exams;

  1. a) (Ameded:RG-5/1/ 2016-29584) Midterm exams are the exam or exams held during the semester of the courses foreseen in the relevant educational plan.
  2. b) Final exam: It is the exam held at the end of the semester in which the courses are given.
  3. c) (Amended:RG-14/1/2017-29948) Excuse midterm exam is the exam held for students who cannot take the midterm exam for a course due to the reasons stated in Article 30. Excuse midterm exams are held on the date determined by the relevant unit before the final exams. Students document their status within five working days from the end of their excuse and apply to the relevant academic unit. If their excuses are deemed appropriate by the relevant board of directors, only one-time students are entitled to a make-up exam.
  4. d) Excuse end-of-term/make-up/single course exam: It is the exam held for students who cannot take the final/make-up/single course exam for the reason stated in item (i) of the first clause of Article 30. The date on which these exams will be held is determined by the unit management board and announced to the relevant parties.
  5. d) Make-up exam: It is the exam held between the dates specified in the academic calendar at the end of the semester in which the course is taught.
  6. e) (Amended:RG-5/1/2016-29584) The single course exam is the exam given to students who fail at most one course to graduate, provided that they fulfil the conditions in article 24. In addition, in order to graduate, students who cannot graduate due to their GPAs below 2.00 even though they are successful in all courses in the education program they are enrolled in, apply to the department heads with a petition from a course they have been successful in order to increase their GPA. In order for a student to take the single course exam, he/she must meet the requirement to take the final exams from that course. Students who have the right to take the single course exam, can enter the single course exam opened after the fall and spring semesters' end-of-semester make-up exams, if they pay their tuition fee/contribution, regardless of the period in which the course is taught until they succeed this course. Students who do not pay their tuition fee/contribution fee within the specified periods can enter a single course exam if they pay the tuition fee/contribution fee before the exam with the decision of the relevant unit's board of directors. The grade obtained in the single course exam is the grade of that course. A single course examination right is not granted for courses that require practice, such as graduation work and directed study. Mid-term exam grade is not taken into account in determining the single course grade. Having an incomplete internship does not constitute an obstacle for the student to take the single course exam.
  7. f) (Addition: RG-5/1/2016-29584) Only students studying in the summer school in that academic year can enter the single course exam held at the end of the summer school.

(2) (Amended:RG-5/1/2016-29584) Second midterm exam schedules for courses that require mid-term studies or a second mid-term exam are determined by the department/program chair. Schedules for midterm exams, final exams, make-up exams and single course exams are determined by the Senate.

(3) In the units that are obliged to make exams at the end of the internship and practice, how the internship and practice exams will be conducted are determined by the relevant boards.

(4) (Amended:RG-14/1/2017-29948) The contribution of field, workshop and laboratory studies, applications, homework, presentations and seminars based on performance during the mid-term and semester to the semester grade is evaluated over 50%. The contribution of the midterm exam specified in the academic calendar to the midterm grade cannot be less than 25%.

(5) (Amended:RG-5/1/2016-29584) The instructor in charge of the relevant course submits the course content evaluation proposal to the relevant department board before the start of education and announces it to the students within the first week of the courses.

(6) Exams are conducted by the instructors assigned to give that course. If the lecturer on duty is not present at the University during the exam period, the unit's administrative board will decide who will hold the exam and evaluate it on the recommendation of the head of the relevant department.

(7) (Amended:RG-14/1/2017-29948) Evening education; the duration of education, the principles of education to be continued at the associate degree and undergraduate level, the contribution of studies based on attendance, mid-term exams and performance during the semester do not differ from daytime education in terms of application requirements and other subjects related to education. The courses and applications of primary and secondary education are conducted within their own teaching hours.

(8) In the event that grade entries are not entered into the automation system on time due to a valid excuse, the petition of the relevant instructor and the note list will be entered into the system by the student affairs after being discussed and resolved in the unit management boards.

Organization of Midterm Exams

 

ARTICLE 22 - (1) (Amended:RG-14/1/2017-29948) A midterm exam is held for each course. However, it is not required to hold a midterm exam for a course-like graduation thesis, graduation research, project and similar studies.

(2) (Amended:RG-14/1/2017-29948) Students are subjected to applications based on their performance and skills such as midterm exams, field, workshop and laboratory work, practice, homework, presentation and seminar.

(3) Midterm, final and make-up exams of at most two of the courses foreseen for the same semester of the education programs can be held in one day. This rule is not required for repetition, to increase the grade, or for the exams of the courses taken from the upper semesters.

 

Announcement of Midterm Exam/Exams and Semester Studies

 

ARTICLE 23 - (Amended:RG-14/1/2017-29948)

(1) Instructors are obliged to announce the results of midterm and semester performance-based studies through the student affairs automation program within the periods specified in the academic calendar.

Conditions for Participation in the End of Semester and/or Make-up Exam

 

ARTICLE 24 - (1) The student has to take the final exam. In order to take the final exam and/or make-up exam of a course it is required to;

  1. a) Be a registered student of that course,
  2. b) Meet the conditions of attendance in article 19,
  3. c) Be successful in applications, have completed projects, if any.
  4. d) (Amended:RG-5/1/2016-29584) Students who could not take the final exam or who have taken FF, FD, DD, DC success grades can enter the make-up exam. However, students who have DD and DC grades must apply to the department/program heads of the relevant department with a petition within two working days after the announcement of the final exam in order to take the make-up exam. The grade obtained in the make-up exam replaces the final exam grade. The letter grade of the course for which the make-up exam is applied is determined based on the letter grades obtained in the final exam for that course.

(2) The relevant unit boards decide whether the theory and practice of a course are evaluated by separate exams and, if necessary, whether they are interconnected or not.

Evaluation of Exams and Success Grades

 

ARTICLE 25 - (Amended:RG-14/1/2017-29948)

(1) Studies based on mid-term and mid-term performance and the final exam are evaluated over 100 full points. The raw success grade is obtained by collecting the midterm and mid-term studies grade, 50% of the semester course grade, which is the general grade average, and 50% of the final or make-up exam grade. The evaluation of the success grade is made according to the relative evaluation system by considering the distribution of the grades and the class average, taking into account the raw success grade and the general success level of the class. At the end of this evaluation, one of the letter grades whose coefficients are specified below is awarded to each student by the instructor teaching the course, regardless of the limits in the first column of the table, as the final grade. Students who do not take the final and make-up exam are given an FF grade. In addition, the principles regarding relative evaluation are regulated by the Senate.

(2) As a result of these evaluations;

  1. a) A student who has received one of the grades AA, BA, BB, CB or CC from a course is considered to have succeeded that course.
  2. b) A student who gets a grade of DC or DD from a course is deemed to have succeeded that course, provided that he/she reaches 2.00 GPA at the graduation stage.
  3. c) A student who gets FD or FF grades from a course is considered unsuccessful in that course.

(3) One of the following grades is given in the evaluation of internship and the like, absenteeism and excused cases:

  1. a) (Y) sufficient grade: It is given to students who successfully complete their internship and similar work.
  2. b) (YS) insufficient grade: Given to students who fail in their internship or similar work.
  3. c) (DS) Unsuccessful grade due to absenteeism: Given to students who do not fulfil their attendance requirements.
  4. d) (UB) grade failing in application: Given to students who fail the application of a course.
  5. e) (Y) and (YS) grades are not taken into account in the grade average calculation. The DS grade is treated as an FF grade in the GPA calculation.
  6. f) A student is given a grade of zero for an exam he/she does not take without an excuse. (4) A student who cheats, attempts to cheat and helps to cheat in all kinds of exams, practices, laboratories, workshops, homework, mid-term projects and similar studies, or who is found to have cheated after the examination of the relevant document, is considered to score zero from that exam or practice.

(5) The instructor is responsible for the order and tranquillity of the exam. During the exam, students who disrupt the general order of the exam in any way are dismissed from the exam hall.

(6) In cases specified in the fourth and fifth clauses, action is taken against the relevant students according to the provisions of the Higher Education Institutions Student Disciplinary Regulation published in the Official Gazette dated 18/8/2012 and numbered 28388.

(7) (Amended:RG-5/1/2016-29584) The end of the semester and/or make-up success list and examination documents of a course are delivered to the department chair in two copies by the instructor within one week at the latest from the date of the exams. One of these lists approved by the department heads is left in the department and the other is sent to the Registrar's Office by the department heads/deans/directorates within fifteen working days at the latest. Exam documents are kept by the relevant unit for two years from the date of the exam.

Principle 26: (1) Situations of the students being successful are monitored with the DNO of the courses they have taken in the semester when they graduated and the GPA for all the courses they have taken.

(2) The coefficient of each of the grades obtained according to the 25th item from the relevant courses and the numbers by multiplying the ECTS credits of that course are added up. These averages are obtained by dividing the sum of the numbers found by the total ECTS credits of the same courses. If the third digit after the comma is less than five, then zero and if it is five or more than five, the first two digits after the comma are taken as basis in the recording of the averages.

 

Subjects Excluded in Education Catalog

Principle 27: (1) Due to the changes made in the education catalog, students who have taken these courses before but failed or have never taken these courses can take courses that are accepted equivalent by the relevant boards.

 

Upgrading GNO

Principle 28: (1) Students who want to upgrade their GPA can choose the courses they have taken and succeeded in the semester in which those courses are given. However, in this case, students must register for the course; The total ECTS credits of the courses that they enroll in should not exceed 40 ECTS in total. Attendance is not required for the course that the students have been successful and taken it again. In calculating the GPA, the last grade gotten in the course is valid. In these courses that are taken again to upgrade the grades, students are treated as if they were taking the course for the second time.

(2) The courses taken but failed in exchange programs are accepted as courses that are taken again. For the courses that the student has taken but failed in the exchange program, the equivalent courses are determined by the recommendation of the department and the decision of the board by taking into consideration the ECTS credits.

Announcement of the Grades and Objections

Principle 29: (1) The final and make-up exam results are announced electronically one week after the end of the exams.

(2) The student can object to exam results in terms of tangible errors within five working days after the announcement of the results to the head of the department. Upon this objection, the examination documents are examined by the instructor. If there is a tangible error, it is corrected and it is decided by the relevant board of directors. The result of the objection must be concluded within five working days at the latest, and the relevant unit must be notified in written to the student and to the Department of Student Affairs along with the examination documents.

(3) After the exam results are recorded in the student affairs automation system and announced, the grade cannot be changed except for tangible error. However, if the instructor responsible for the course detects that there is a tangible error or a grade that cannot be entered into the system inadvertently, he/she informs the relevant unit within fifteen days after the announcement of the exam. Moreover, he/she informs the Department of Student Affairs together with the exam grade determined by the board of directors and the exam documents of the student.
