Master's Program
General Principles
ARTICLE 20 - (1) Master's program is conducted in two ways, with or without thesis. The decision of the board of the relevant department regarding on which department these programs will be opened and how they will be carried out is determined by the recommendation of the head of the department, the decision of the executive board members and the approval of the Senate, and it is opened with the approval of the Council of Higher Education.
The Purpose and Scope of the Master's Program with Thesis
ARTICLE 21 - (1) The aim of the master's program with thesis is to enable the student to gain the ability to access, evaluate and interpret information by carrying out scientific research.
(2) This program consists of at least seven courses, a seminar course and a thesis study, with a total of not less than twenty-one national credits. Seminar and thesis study are non-credit and are evaluated as successful or unsuccessful. The master's program with thesis consists of at least eight courses including the seminar course and a total of at least 120 ECTS credits for a one-year academic period, not less than 60 ECTS credits.
(3) The student cannot take more than twelve national credits in a semester. Masters with thesis courses are determined primarily in accordance with the program in which the student is placed. If the number of courses in the program is not found sufficient, the courses to be taken are selected from other programs related to the program in which the student is enrolled, upon the request of the student and the approval of the supervisor.
(4) At most two of the courses to be taken by the student can be selected from undergraduate courses provided that they have not been taken during undergraduate education. In addition, at most two of the courses to be taken by the student can be selected from the courses offered in other higher education institutions with the recommendation of the head of the relevant department and the approval of the executive board members.
The Duration of the Program
ARTICLE 22 - (1) The duration of the master's program with thesis is four semesters, regardless of whether they have registered for each semester, starting from the semester in which the courses related to the enrolled program, excluding the time spent in scientific preparation, and the program is completed in a maximum of six semesters.
(2) At the end of four semesters, students who cannot successfully complete the credited courses and seminar courses in the curriculum or who cannot fulfill the other success conditions / criteria; those who fail in their thesis study or fail to defend their thesis within the maximum periods of time are dismissed from the institute.
(3) The terms of sentence of the students who have gotten suspension from the university are counted from the education period.
The Appointment of a Thesis Supervisor
ARTICLE 23 - (1) The head of the relevant department suggests the thesis supervisor determined by the decision of the department board to the relevant institute, at the latest by the end of the first semester, taking into account the student's supervisor preference for each student. The thesis supervisor is finalized with the approval of the executive board members. Until a supervisor is appointed, the consultancy is carried out by the head of the department.
(2) The thesis supervisor is selected from among the university faculty members.
(3) Thesis supervisor, from the date of appointment as a supervisor by the executive board members, works on the determination of the course selection, seminar and thesis topic, thesis project proposal, term project, interim report of thesis study, thesis proposal defense, thesis defense examination, exhibition, project and similar subjects.
(4) In cases where the nature of the thesis study requires more than one thesis supervisor, a second thesis supervisor may be appointed from persons other than the university staff with at least a PhD degree. The appointment of the second thesis supervisor is finalized with the reasoned recommendation of the thesis supervisor, the decision of the relevant department board and the approval of the executive board members.
(5) In case the second thesis supervisor is appointed, a joint evaluation is made.
(6) The subject of the seminar related to the thesis, proposed by the thesis supervisor, is pronounced to the relevant institute by the head of the department within 4 weeks from the beginning of the relevant period. The place and time of the seminar will be announced at least ten days in advance by the relevant institute. The seminar work is open to academic staff monitoring. The presented seminar is evaluated as successful or unsuccessful by a three-person jury determined by the head of the department by taking the opinion of the seminar supervisor. The result is pronounced to the relevant institute within five working days by the head of the department / art major with a report together with a report of the seminar. In case of failure in the seminar, the principles applied in case of failure in other courses are taken into account.
(7) The head of the department suggests the thesis topic determined together with the student's supervisor to the institute until the end of the second semester at the latest. The thesis subject is finalized with the approval of the executive board members. The subject of the thesis can be changed with the proposal of the supervisor and the decision of the department and the approval of the executive board members. In case of changing the thesis subject, the thesis defense is made 3 months after the date the change is approved at the earliest.
(8) Specialization field topics and thesis supervisory start on the date the faculty member is appointed as thesis supervisor by the executive board members and continue until the graduation of the student. Specialization field topics and thesis supervisory continue during the semester and summer break. Each student is obliged to take the specialized field topic.
(9) If the thesis supervisor has an excuse for leave, illness, travel abroad and similar reasons, the documents that need to be approved on time are approved by the head of the department. The documents in question are delivered to the relevant institute within specified periods.
(10) The thesis supervisor of the graduate student may be changed by the decision of the executive board members of the relevant institute upon the decision of the department and the justified recommendation of the head of the department. In cases such as long-term domestic / foreign assignment, leave, illness, change of institution, which may prevent the thesis supervisor from fulfilling his/her duty, the student’s thesis supervisor may change by the decision of the department and the decision of the executive board members of the relevant institute.
Finalization of the Thesis of Masters with Thesis
ARTICLE 24 - (1) Before the defense of the master's thesis and for the thesis which correction is demanded, the student completes the thesis with correction and presents it to her supervisor. The supervisor submits the thesis to the institute together with the opinion that the thesis is defensible. The institute takes the plagiarism software report for the thesis in question and sends it to the supervisor and the jury members. If a real plagiarism is detected in the data in the report, the thesis is sent to the executive board members to be decided with its justification.
(2) A student in a master's program with thesis has to write his results in accordance with the thesis writing rules determined by the relevant institute and defend his thesis orally in front of the jury.
(3) Master's thesis defense date, place, time and jury members are determined by the decision of the executive board members upon the recommendation of the thesis supervisor and the head of the department. The jury consists of three or five original and two substitute members, one of which is the student's thesis supervisor and at least one from outside the university. One of the jury members may be from outside the department. If the jury consists of three members, the second thesis supervisor cannot be a jury member.
(4) The student who completes the thesis study submits five paperback copies of the thesis to the thesis supervisor. The supervisor sends five paperback copies of the thesis to the relevant institute through the head of the department/science/art branch/program.
(5) Jury members meet within one month at the latest from the date the thesis is submitted to them and brings the student to the thesis exam. The thesis exam consists of the presentation of the thesis and the following question and answer section. The thesis exam is held in an environment open to the participation of the audience consisting of academic staff, graduate students and experts in the field.
(6) After the completion of the thesis exam, the jury makes the decision of acceptance, rejection or correction by absolute majority. This decision is reported to the relevant institute within three days following the thesis exam by the head of the department of the institute.
(7) The student whose thesis is rejected is dismissed from the relevant institute.
(8) The student whose thesis has taken the decision of correction defends again in front of the same jury within three months at the latest. At the end of this defense, the student who is found unsuccessful and whose thesis is not accepted is dismissed from the university.
(9) If the student whose thesis is rejected, his/her relationship with the relevant program is terminated by granting him a non-thesis master's degree, provided that he/she has fulfilled the requirements of the non-thesis master's program, course credit load, project writing and similar requirements.
Master's Diploma with Thesis
ARTICLE 25 - (1) The graduate student who is successful in the thesis exam and meets the other requirements, submits at least three copies of his thesis bound and signed by the jury members to the relevant institute within one month from the date of entry to the thesis defense exam. A graduate student whose thesis is approved by the executive board members is given a temporary graduation certificate until the graduate diploma with thesis or diploma is prepared. The executive board of the institute may extend the delivery period for a maximum of one more month upon the request. A student who does not fulfill these conditions cannot receive his/her diploma until he/she fulfills the conditions, cannot benefit from student rights and is dismissed from the institute if the maximum period expires.
(2) The name of the program approved by the Council of Higher Education where the student is enrolled in the department of the relevant institute is found on the graduate diploma with thesis. The date of graduation is for students enrolled in mainstream programs, the date of the applied exam held and found successful after the thesis exam, and for students enrolled in other programs, is the date of the thesis exam where the thesis is accepted.
(3) Within three months from the submission of the thesis, a copy of the master's thesis is sent to the Council of Higher Education by the relevant institute in electronic environment in order to be submitted to the service of scientific research and activities
The Purpose and Scope of the Non-Thesis Master's Program
ARTICLE 26 - (1) The aim of the non-thesis master's program is to provide the student with deep knowledge on professional field and to show how he can use this knowledge in practice.
(2) The non-thesis master's program consists of a total of thirty credits and a term project course with at least 10 courses, not less than 60 ECTS. The student has to register for the term project course during the semester project course and submit a written project and / or report at the end of the term. The term project course is non-credit and evaluated as successful or unsuccessful.
(3) At most three of the courses to be taken by the student can be selected from undergraduate courses provided that they have not been taken during undergraduate education. In addition, at most two of the courses to be taken by the student can be selected from the courses offered in another department at the university or in another higher education institution with the proposal of the advisor, the recommendation of the head of the relevant department and the approval of the executive board members.
(4) Non-thesis master's program can be carried out in evening education.
(5) The tuition fee stipulated in non-thesis master's programs is determined by the decision of the relevant department, the recommendation of the head of the department, the decision of the executive board members, the proposal of the Senate and the approval of the Council of Higher Education.
The Duration of the Program
ARTICLE 27 - (1) The period for completing the non-thesis master's program is at least two semesters, at most three semesters, excluding the time spent in scientific preparation, starting from the semester in which the courses related to the program they are enrolled in, regardless of whether they have enrolled for each semester,
(2) Students who fail to complete their credit courses and term project at the end of the maximum period or who fail to fulfill other success criteria are dismissed from the institute.
(3) The terms of the students who have been suspended from the university are counted from the education period.
The Appointment of a Supervisor
ARTICLE 28 - (1) The head of the relevant institute determines a faculty member or a lecturer with a PhD degree to supervise each student in the course selection and execution of the term project by the decision of the department until the end of the first semester. The supervisor is finalized with the approval of the executive board members. Until a supervisor is appointed, the consultancy is carried out by the head of the department.
(2) The supervisor is in charge of the term project from the date of his appointment. The term project subject to be proposed by the supervisor is notified to the institute by the head of the relevant department from the beginning of the second term at the earliest. The term project subject is finalized with the decision of the executive board members.
(3) The student who completes the term project prepares the project in accordance with the thesis writing guide of the relevant institute and submits it to his supervisor. The term project, which is evaluated as successful, is sent to the institute by the head of the department.
(4) The student's supervisor may be changed by the decision of the executive board members upon the decision of the relevant department and the reasoned recommendation of the head of the department.
Diploma of Non-thesis Master’s Program
ARTICLE 29 - (1) Students who successfully complete their credit courses and term project are awarded a non-thesis master's degree.
(2) On the non-thesis master's diploma, the name of the program in the department of the relevant institute where the student is enrolled is approved by the Council of Higher Education.
(3) Those who continue to the non-thesis master's program can transfer to the master's program with thesis, provided that they fulfill the minimum requirements for the master's program with thesis they want to apply for. In this case, the courses taken in the non-thesis master's program can be substituted for the courses in the master's program with thesis upon the executive board members.
